The attention of all the Deputy Directors and Nodal officers of Adult Education Department in the State are informed that, the Government has launched a special literacy programme titled "Akshara Andhra" aligned with ULLAS scheme, to attain 100% adult functional literacy in the State by the year 2029. The programme adopts a decentralized, participatory and technology-driven approach, targeting 25 lakh learners annually, with special focus on women, workers and vulnerable sections in the age group 15-59 years, including SCs, STs and minorities vide G.O.Ms.No.37, School Education (Prog-l) Department, dated 25.11.2025.
The Curriculum Duration: 100 hours
· 15 hours: Audio-visual content,
· 40 hours: Classroom sessions,
· 45 hours: Practice sessions
· Timings: 5:00 PM to 7:00 PM daily
· Mode: Hybrid (Online & Offline)
· Venue: Anganwadi/Community Centers at Village Ward level
The Departmentwill provide:
· Primer Books and Sadhana Patralu to the learners Margadarshini to the Volunteer Teachers for Functional Literacy.
· 42 short digital videos for Digital and Financial Literacy, accessible via mobile devices for online sessions.
In the financial year 2025-26, a total of 25 lakh learners and 2.5 lakh Volunteer Teachers (VTs) have been identified under Akshara Andhra to enhance the skills by providing "Foundational Literacy and Numeracy (FLN) course". To evaluate the knowledge of the learners, Foundational Literacy and Numeracy Assessment Test (FLNAT) was organized on 15th March, 2026 to all the 25 lakh learners of which 24,89,340 learners appeared and 24,74,068 passed.
Further, vide reference 4th cited, the Government of India has approved the Annual work Plan & Budget (AWP&B) of Andhra Pradesh State will impart literacy to a total of 25 lakh learners in the FY 2026-27.
Further, understanding the crucial role of SERP, MEPMA, SGSW and PR & RD Departments in the implementation of Akshara Andhra, particularly in identification of learners, Volunteer Teachers and imparting literacy classes to the learners and instructed to take necessary action to identify 25 lakh learners and 2.5 lakh Volunteer Teachers and upload the details of learners, VTs and mapped with VT and Learners with 1:10 ratio in Akshara Andhra APP through Welfare Education Assistant during the FY 2026-27. Further, the identified Volunteer Teachers are intended to provide literacy classes through Foundational Literacy and Numeracy program in both offline and online mode through TCS developed videos and ensure the participation of identified learners in the Foundational Literacy and Numeracy Assessment Test (FLNAT) in March, 2026.
In this connection, all the Deputy Directors and Nodal Officers of Adult Education Department to adhere to the following instructions to implement the ULLAS programme in the districts.
The Deputy Directors and Nodal officers should ensure the district wise targets have already been allotted by this office and to allot these targets Municipal and Mandal wise as per the requirement of your district and availability of resources.
Convergence meeting should be conducted with C.E.O., Z.P., Project Director, DRDA, Project Director, MEPMA, PD, DWMA, District Educational Officer, P.D., Women and child Welfare Department, District Panchayat Officer, District SGSW Officer and line Departments under the chairmanship of the District Magistrate and Collector.
The Deputy Directors and Nodal officers should ensure Committees at both District, Mandal and Municipal levels will oversee the program implementation. The District, Mandal and Municipal Level Committees for implementation of the programme are as follows: -

Adult Education Department:
· Shall act as the nodal agency for planning, implementation, monitoring, and reporting.
· Manage the Dashboard and MIS: conduct orientation sessions at various levels.
· Identifies venues such as Anganadiadi Centers, Government Schools, and Community Halls regular learning sessions.
· Provided teaching-learning materials for adult learners regarding functional, financial and Digital content, including basic reading, writing, numeracy and life skills.
· The DDAEs and Nodal Officers shall personally monitor the data uploading and attendance marking process on a daily basis (All Volunteer Teachers and Learners shall be registered in the Akshara Andhra App and the Volunteer Teachers who are registered in the App shall mark attendance & class room hours regularly on a date-wise basis in the Akshara Andhra App.)
· Trains Volunteer Teachers and Resource persons.
· Organizes awareness campaigns to encourage participation.
· Track learner progress, attendance, enrolment and FLNAT results.
· Conducts evaluations with agencies like NIOS.
· Facilitates continuing education (vocational, digital, financial literacy, and civic education).
· Coordinates with line Departments, NGOs, educational institutions, CSR initiatives.
· Promotes public participation and resource mobilization.
District Educational Officer:
· Facilitate training for MEOs and Volunteer Teachers with support from Adult Education.
· Offers Schools for Adult literacy sessions (evenings/during holidays).
· Mobilizes teachers, School Management Committees (SMCs) and student volunteers (like from NSS, Scouts & Guides) for outreach.
· Provides infrastructure like classrooms and libraries.
· Encourages teachers and retired educators to volunteer.
· Participates in convergence meetings and promotes civic responsibility among school students.
Project Director, District Rural Development Agency (DRDA):
· otlotment of Village Organization Assistants (VOAs) and Cluster Resource persons of SHGs for identification of the learners and Volunteer Teachers (VTs) in SHGs in coordination with GSWS and all relevant line departments and map with learners and VTs.
· Coordination with SGSW Department in Matching & Batching with the Volunteer Teachers and Learners @ 1:10 in Akshara Andhra APP.
· Identified Volunteer Teachers shall attend training at the Mandal level and conduct literacy classes.
· Evaluate the performance of VTs and literacy Centres.
· To intimate that all the Volunteer Teachers participated in the programme will be awarded with certificates.
PD, Mission for Elimination of Poverty in Municipal Areas (MEPMA):

· Allotment of Village Organizer (VO) and Resource persons (RPs) of SHGs for identification of the learners and Volunteer Teachers (VTs) in SHGs in coordination with GSWS and all relevant line departments and map with learners and VTs.
· Coordination with SGSW Department in Matching & Batching with the Volunteer Teachers and Learners @ 1:10 in Akshara Andhra APP.
· Identified Volunteer Teachers shall attend training at the Municipal level and conduct literacy classes as per the schedule.
· Evaluate the performance of VTs and literacy Centres.
· To intimate that all the Volunteer Teachers participated in the programme will be awarded with certificates.
PD, District Water Management Authority (DWMA):
· DWMA can collaborate with the Adult Education Department and other stakeholders to integrate literacy initiatives with ongoing rural development activities.
· DWMA engages with Self-Help Groups (SHGs), Watershed Committees, and Village Organizations (VOs) - these grassroots groups can be instrumental in identifying non-literates and encouraging their participation in literacy programmes.
· Field-level staff such as Watershed Assistants and Community Resource Persons (CRPs) can act as mobilizers or even Volunteer Teachers under the literacy programme.
· JJoint training sessions can be organized for SHG leaders, Watershed Committee members, and field-level functionaries on literacy and numeracy.
· DWMA's expertise in capacity building can enhance the training quality of volunteer teachers and coordinators.
· DWMA staff, especially those stationed at the Mandal and Village levels, can assist in the monitoring of literacy programmes in coordination with district and block-level Adult Education officers.
· DWMA can help implement digital literacy modules among SHG members and rural youth, aligning with broader digital inclusion and financial literacy goals.
PD, Women Development and Child Welfare Dept::

· Focusing on women, adolescent girls and mothers left behind by formal Education.
· Offers Anganwadi Centers for literacy sessions during non- operational hours.
· ducts awareness on literacy 's importance for caregivers.
· Integrates literacy with health, nutrition, legal awareness, and financial education.
· Engage Anganwadi workers for enrollment.
· ducts gender-focused sessions and supports female Volunteer teachers.
District SGSW Officer:
· Allotment of Welfare and Educational Assistants for uploading the details of Volunteers and Learners and Matching, Batching with VTs and Learners.
· Support Aadhaar-based authentication, registration and attendance tracking
· Help Identify Volunteer Teachers and learners in coordination line departments.
· Monitor Volunteer Teachers and learners at the Ward or Village level.
· Conducts door-to-door awareness campaigns on promote enrolment via events and Grama Sabha.
· Organize classes in local facilities and manage logistics.
The Deputy Directors and Nodal officers should upload the data of Volunteer Teachers, Learners in Akshara Andhra app through the logins already been communicated to Welfare Educational Assistants.
The execution of the programme will be in Hybrid mode. For Functional literacy, Primer Books and Margadarshini will be provided by the Department of Adult Education to each and every learner and Volunteer Teacher.
For Digital and Financial Literacy, TCS developed digital material will be provided for conduct of classes in online mode.
The Deputy Director and Nodal officer should conduct one day District level training to Municipal Commissioners, MPDOs, City Mission Manager of MEPMA, APMs of SERP, Mates of DWMA and supervisors of Adult Education department.
The Deputy Directors and Nodal officers should conduct one day Mandal/ Municipal level training to Volunteer Teachers, Village Organization Assistants (VOAs) and Cluster Coordinators (CCs) Village Organizer (VO), Mates of DWMA and Resource persons (RPs) of MEPMA.
The coordination of the program at the Village level will be monitored by the Village Organization Assistant (VOA), Cluster Coordinator (CC), SERP, Mates of DWMA, Welfare & Educational Assistant and Panchayat Secretary.
The coordination of the program at the Urban level will be monitored by the Village Organizer (VO) and Resource persons (RPs) of MEPMA, Ward Secretary.
At the Mandal level, the program will be supervised by the MPDO, Assistant Project Manager (APM), SERP and Supervisor of Adult Education Department.
At the Municipal level, the program will be supervised by the Municipal Commissioner, City Mission Manager of MEPMA and Supervisor of Adult Education Department.
At Divisional level, the program will be organized by the Assistant Project Officer (APO)/Supervisor of the Adult Education Department.
After completion of the literacy classes, the Foundational Literacy and Numeracy Assessment Test (FLNAT) will be conducted by this Dept., and awarded certificates for every successful learner by the National Institute of Open Schooling (NIOS).
The literacy classes should be conducted at the Urban & Village level in Schools and Anganadi Centres/Community Centres from 5PM to 7 PM. The course duration of the programme is 100 hours.
The Deputy Directors and Nodal officers should monitor the literacy classes and upload the learning hours of the Learners in Akshara Andhra app through the logins already been communicated to the Volunteer Teachers.
