📘 FA-2 Tool-2 TaRL Testing Guidelines 2026–27

Telugu • Mathematics • English

The FA-2 Tool-2 TaRL assessment for 2026–27 is designed to identify the highest learning level achieved by each child in Telugu, Mathematics and English.

The assessment should be conducted individually, in a friendly, relaxed and stress-free environment. The purpose is to understand what the child can do—not to create pressure.

FA-2 Tool-2 TaRL Testing Guidelines 2026–27


⭐ Golden Rule: Record only the highest level successfully achieved by the child.


📝 A. TaRL Telugu Testing Process

The TaRL Telugu baseline assessment is integrated into the FA-2 examination. The relevant assessment components are included in the Assessment Booklet / Tool 2.

The writing component, wherever applicable, should be administered to the child. However, writing marks are not entered in the OMR sheet.

📊 Telugu TaRL Levels

Level Description
0 Beginner Level
1 Letter Level
2 Word Level
3 Paragraph Level
4 Story Level
5 Comprehension Level

1️⃣ Start at Paragraph Level

Begin the assessment at Level 3 – Paragraph.

Show the paragraph to the child and ask the child to read it aloud.

2️⃣ Paragraph Level

If the child reads the paragraph fluently and without major difficulty, move to Story Level.

If the child:

  • Makes more than 3 errors
  • Reads mainly word-by-word
  • Is not fluent

➡️ Move down to Word Level (Level 2).

3️⃣ Word Level

Show the child the 10 words.

Ask the child to read any 5 words.

If the child cannot choose, use the first 5 words.

✅ 4 out of 5 correct → Record Word Level (Level 2)

❌ Fewer than 4 correct → Move to Letter Level.

4️⃣ Letter Level

Show the 10 letters and ask the child to read any 5 letters.

If the child cannot choose, use the first 5 letters.

✅ 4 out of 5 correct → Record Letter Level (Level 1)

❌ Fewer than 4 correct → Record Beginner Level (Level 0).

5️⃣ Story Level

If the child reads the paragraph fluently, show the Story section and ask the child to read it aloud.

If the child reads the story fluently:

➡️ Proceed to Comprehension Level.

If the child is not fluent or makes more than 3 errors:

➡️ Record Paragraph Level (Level 3).

6️⃣ Comprehension Level

After the child reads the story, ask the two prescribed comprehension questions.

To achieve Level 5 – Comprehension, the child must answer:

✅ Question 1 correctly
✅ Question 2 correctly

If the child does not answer both questions correctly, do not record Level 5.

Instead, record the highest level otherwise achieved: Story Level (Level 4).

🔑 Important: Reading the story alone does not qualify a child for Comprehension Level 5. Both prescribed comprehension questions must be answered correctly.


➕ B. TaRL Mathematics Testing Process

The TaRL Mathematics assessment covers:

  • Number Operations
  • Word Problems

Number recognition is used for teacher awareness and is recorded in the School Learning Progress Sheet.

However, the final TaRL Mathematics level is determined by the child's performance in arithmetic operations and word problems.

📊 Mathematics TaRL Levels

Level Description
0 No Operations / Beginner
1 Addition
2 Subtraction
3 Multiplication
4 Division
5 Word Problem

🔢 Arithmetic Operations

Test the operations in this sequence:

Addition → Subtraction → Multiplication → Division

At each stage, the child must solve both questions correctly (2 out of 2) to proceed to the next operation.

➕ Addition — Level 1

The child must correctly solve both prescribed addition questions.

➖ Subtraction — Level 2

After successfully completing Addition, assess Subtraction.

Both questions must be correct to proceed.

✖️ Multiplication — Level 3

After successfully completing Subtraction, assess Multiplication.

Both questions must be correct to proceed.

➗ Division — Level 4

After successfully completing Multiplication, assess the prescribed Division problems.

The child must solve:

✅ Both division problems correctly

to demonstrate Division Level and proceed to Word Problems.

🧩 Word Problem — Level 5

After successfully completing the required Division assessment, administer the two prescribed Word Problems.

To record Level 5 – Word Problem, the child must solve:

✅ Word Problem 1 correctly
✅ Word Problem 2 correctly

🔑 Important: Solving only one of the two word problems is not sufficient for Level 5.


🔤 C. TaRL English Testing Process

The English assessment follows the same level structure and progression logic as the Telugu reading assessment.

Level Description
0 Beginner Level
1 Letter Level
2 Word Level
3 Paragraph Level
4 Story Level
5 Comprehension Level

1️⃣ Start at Paragraph Level

Begin at Level 3 – Paragraph.

Show the paragraph and ask the child to read it aloud.

2️⃣ Paragraph Level

If the child reads fluently and without major difficulty:

➡️ Proceed to Story Level.

If the child:

  • Makes more than 3 errors
  • Reads word-by-word
  • Is not fluent

➡️ Move to Word Level (Level 2).

3️⃣ Word Level

Show the 10 words and ask the child to read any 5.

If the child cannot choose, use the first 5 words.

✅ 4 out of 5 correct → Record Word Level (Level 2)

❌ Fewer than 4 correct → Proceed to Letter Level.

4️⃣ Letter Level

Show the 10 English letters and ask the child to read any 5.

If the child cannot choose, use the first 5 letters.

✅ 4 out of 5 correct → Record Letter Level (Level 1)

❌ Fewer than 4 correct → Record Beginner Level (Level 0).

5️⃣ Story Level

If the paragraph is read fluently, show the Story section and ask the child to read it aloud.

If the story is read fluently:

➡️ Proceed to Comprehension Level.

If the child is not fluent or makes more than 3 errors:

➡️ Record Paragraph Level (Level 3).

6️⃣ Comprehension Level

After the story is read, ask the two prescribed comprehension questions.

The child must answer both questions correctly to achieve Level 5.

If both are not answered correctly:

➡️ Do not record Level 5.
➡️ Record Story Level (Level 4).

🔑 Remember: English follows the same comprehension rule as Telugu. Both prescribed questions must be answered correctly for Level 5.


📌 D. Common Instructions for All Subjects

For a smooth and reliable assessment, keep these instructions in mind:

✅ Record the Highest Level

Always record only the highest level successfully achieved by the child.

🤝 Keep the Environment Friendly

Conduct the assessment individually and maintain a friendly, encouraging and stress-free atmosphere.

📖 Show Only the Required Section

Fold the Testing Tool as required so that the child sees only the relevant section being assessed.

🔁 Counting Repeated Errors

At Paragraph and Story levels, if the child repeatedly makes mistakes on the same word, count those repeated mistakes as one error only.

🔄 Follow Sample Rotation

Use the prescribed sample rotation for the assessment cycle.

🗂️ Record the Final Level Correctly

The highest level achieved should be recorded in:

  • OMR Sheet – Tool 2
  • School Learning Progress Sheet, wherever applicable

🎯 Final Reminder for Teachers

The TaRL assessment is not about how much a child should know. It is about accurately identifying what the child can demonstrate at the time of assessment.

Keep the process calm, follow the prescribed sequence, apply the required criteria consistently, and record the highest level actually achieved.
