INITIATIVES AND  BEST PRACTICES

STATE IN TERMS OF LITERACY:

As per the 2011 census, the population of Andhra Pradesh is 495.77 lakhs out of which the male population is 248.30 lakhs and female 247.47 lakhs. The total literacy rate is 67.35% out of which the female literacy is 59.96%.

SCHOOL EDUCATION PROFILE:

There are (60,026) schools in Andhra Pradesh State, with (44,632) managed by Govt, (13,948) managed by Private Unaided, (1,446) Private Aided managements. In all (2,95,118) teachers working in all these schools, including (1,75,839) teachers working in Government managed schools

FOCUS ON EDUCATION:

The Government have put in several dedicated efforts to bring in a radical transformation of school education themselves with a long-time objective of preparing the students of Andhra Pradesh for a bright future. The government of Andhra Pradesh is giving utmost importance to school education by

Strengthening the existing infrastructure for all government schools and other educational institutions (Mana Badi Nadu- Nedu).
Distributing teaching learning material to the students in the form of students’ kits consisting of 3 pairs of uniforms, a pair of shoes and two pairs of socks, textbooks, notebooks, workbooks, dictionary and a school belt including a set of 3 masks well before the reopening of schools (Jagananna Vidya Kanuka)
By streamlining the Mid-Day meal program, revising the menu and Nutritious supplement (Chikki) (Jagananna Gorumudda)
Supporting the mothers by providing financial assistance to send their children to schools (Jagananna Ammavodi)
By taking up curricular reforms in consonance with the National Education Policy 2020, and
Setting up the Toilet Maintenance Fund (TMF) for maintaining the cleanliness of the Toilets, Urinals, dress change room, washbasins, and other associated items of the toilet complexes in all the government schools and all the Government Junior Colleges.
Setting up the School Maintenance Fund (SMF) for maintenance of School Infrastructure and to ensure the child-friendly atmosphere and learning ambience in all schools.
Transforming educational infrastructure to enhance the student dignity and to bring in comprehensive academic and administrative reforms with the objective of improving learning outcomes of children studying in government schools

All these dedicated efforts are intended to bring in a radical transformation of school education with a long-time objective of preparing the students of Andhra Pradesh for a global citizen with a bright future.

FLAGSHIP INITIATIVES:

JAGANANNA AMMAVODI

To ensure that the poverty of the parents does not come in the way of educating, the children, the government implemented a unique and innovative scheme called ‘Jagananna Ammavodi’. Under the scheme annual financial assistance of Rs. 15,000 is given to each unique mother/guardian belonging to BPL families. 
The government has spent Rs.13,023 Crores so far to benefit 44.49 lakh mothers thereby benefiting 84 lakh children under this scheme. The GER has increased at Primary, Upper Primary and Secondary levels during the last three years
Further, the government has decided to implement the mandatory attendance of 75% to get the benefits of Ammavodi for this year. Mothers are encouraged/motivated to ensure that their children achieve 75% attendance in school to avail Ammovodi Scheme for the year 2021-22 to implement the guidelines regarding student attendance. 
Since the program is being implemented based on student attendance the launch of the program has been rescheduled from January’22 to June’22 in tune with the date of reopening of educational institutions. 
Out of the Rs. 15000/-, Rs. 1000 is earmarked for Toilet Maintenance Fund and  another Rs. 1000 is earmarked for School Maintenance Fund, which is released directly to the Parents committees in the Government Schools.
The program is scheduled on 27th June 2022, for the academic year 2021-22.  43,96,402 unique mothers are being benefitted under this scheme with an outlay of   Rs. 6594.6 Cr.

MANA BADI NAADU NEDU

To develop the school infrastructure to make the environment conducive for learning, the government have taken up the prestigious program MANA BADI NAADU NEDU. The program aims at providing and strengthening 10 components in all Govt. schools in a phased manner.
 (15,715) schools in phase I have been taken up with an outlay of Rs. 3669 Cr. and dedicated to the public. School ambiences have been transformed into learning centres. Enrolment in Govt. managed schools is improved from year on year. The program is implemented through the Parents’ Committee to inculcate a sense of ownership, transparency and community participation and the high-quality standard material is procured in a transparent reverse tendering process from Original Equipment Manufacturers. 
In phase II, Nadu Nedu works and ACRs are taken up in 22344 schools with an outlay of Rs.8000 crs.

JAGANANNA GORUMUDDA

The Program is dovetailed with the PM POSHAN scheme of Government of India. To ensure qualitative, tasty, and nutritious Mid-Day meal is served to the children, the government have revised the menu duly enhancing the cooking cost. The revamped Mid-Day meal program was launched in the name of Jagananna Gorumudda on 21.01.2020. Five eggs per week and three peanut jaggery (chikki) are also being served to the children. 15 variety of items every week with more nutritional value than Recommended Daily Allowance (RDA) is being served to the children. Children like the menu very much and are happy about it. More than 90% to 95% of the students are availing of the MDM. Chikkies are given in multi-layer food grain gram packets.

The program is being monitored in real-time through a mobile application i.e Integrated MDM Monitoring System (IMMS) with a four-tier structure (School, Village, Third-party and State level). 

JAGANANNA VIDYA KANUKA

To improve the participation of the children in the schools the Govt. has supplied the teaching-learning material in form of student kits. Each student kit consists of 3 pairs of uniforms, a pair of shoes and two pairs of socks, textbooks, notebooks, workbooks, and a school belt including a set of 3 masks. The government has spent Rs.1437.31 Crores ((2020-21) Rs.648.1 Cr+ (2021-22) Rs. 789.21 cr) so far to benefit 47 lakh children under this scheme. Oxford dictionary for High School students and illustrated dictionary by SCERT for Primary School students were supplied during 2021-22.

During 2022-23, 45,14,687 students will be benefitted with JVK Kits with an estimated amount of Rs. 886.69 Cr.

JAGANANNA VIDYA KANUKA helped in improving the dignity of Government school students and to increase enrolment of students in government schools.

TOILET MAINTENANCE FUND (TMF)

The Government of Andhra Pradesh has setup the Toilet Maintenance Fund (TMF) for maintaining the cleanliness of the Toilets, Urinals, dress change room, washbasins and other associated items of the toilet complexes in all the government schools and all the Government Junior Colleges in Rural and Urban areas. The creation of TMF is a revolutionary concept and the first of its kind in India and probably the largest fund created exclusively for maintenance of toilets in 44,478 Government schools and 472 Junior Colleges.

TMF is a fund of Rs.444.89 Crore, which was contributed from the Ammavodi scheme @ of Rs.1000 from each parent because of safeguarding the health of all the students through maintaining toilets in Government schools and all Government Junior Colleges in the best possible hygienic conditions scientifically and professionally. 

So far, 47,173 ayahs have been placed in 44,989 schools. Rs 6000 per month is being paid as an honorarium for each ayah. Cleaning Chemicals, Cleaning  Tools  were supplied to all schools The maintenance of Toilets is being monitored by a mobile application IMMS with an artificial intelligence technology for evaluation of Capturing pictures related to sanitation (Toilets, Washbasin etc), the reports were generated automatically without any human interference. Necessary Training in Toilet Maintenance is provided to all stakeholders

SCHOOL MAINTENANCE FUND (SMF)

The Government of Andhra Pradesh has set up the School Maintenance Fund (SMF) for maintenance of all the assets and equipment created under Nadu Nedu by attending to the repairs in time as timely maintenance extends the life of the assets, buildings and infrastructure. 
In the first instance, it is proposed to release SMF – revolving fund based on the indent of the schools through STMS for maintenance of school infrastructure taken up under Nadu Nedu Phase I.  This revolving fund will be directly released to the Parent’s committee account of Nadu Nedu phase I through STMS.

ACADEMIC AND ADMINISTRATIVE REFORMS:

In line with NEP recommendations and with the aim of providing qualified  subject teachers for all classes from Class 3 on wards, Schools have been re-categorized into 6 types in the pattern 5:3:3:4.

Satellite Foundational School (PP1 & PP2) - All standalone Anganwadi Centers and AWCs beyond 1 KM distance (to the nearest primary schools) will be Satellite Foundation Schools. The Anganwadi Teacher will impart instruction for PP1 and PP2 will be functional, Facilitated by the nearest school Headmaster.
Foundational School (PP1, PP2, Class 1 & 2) - PP 1 & PP 2 in AWCs (within 1 KM radius to nearest Primary School) and AWCs co- located in schools along with the classes 1, 2 of primary schools will formulate a foundational school. Classes 3,4,5 in the schools will be mapped to the nearest UP/High School. SGTs will be provided for classes 1 & 2 @ TPR 1:30, PP1 and PP2 will be organized by AWWs.
Foundational School Plus (PP1, PP2, Classes 1  to  5)  - Where ever the mapping of classes 3,4 and 5 to the nearest UP/High school is not feasible, they will remain as Foundational plus along with the nearest AWC. Teachers will be provided as per TPR 1:30
Pre-High School (Classes 3 to 7/8) - All existing Upper Primary Schools will be pre-High Schools, PP1, PP2, Classes 1 & 2 of respective Upper Primary Schools will function as Foundational School, from classes 3 to 7/8 will function as Pre High School as two separate units. Wherever potential, class VIII will be introduced. Students of all (8) classes will be taught by subject teachers.
High School (Classes 3 to 10) - Classes 3,4 and 5 mapped from nearest primary schools along with classes 6 to 10 will function as a High School. Students of all (8) classes will be taught by subject teachers. Library, laboratory and playground will be developed and such schools will be affiliated to CBSE in a single medium (without disturbing the minor media). 
High School Plus (Classes 3 to 12) - High Schools with all amenities and high enrolment will be transformed as High School plus by introducing +1 and +2 classes. 


CURRICULAR REFORMS

The government has unleashed several curricular reforms from the AY 2020-21 with a greater focus on Foundational Learning and Numeracy. The textbooks from Classes I to VII have been redesigned with more focus on activity-based curriculum. The highlights of the new textbooks are pedagogy to acquire 21st-century skills, promoting Foundational Literacy, building vocabulary in bilingual, Energized with QR Codes, maintaining global standards in Mathematics and Environmental Science and promoting diverse viewpoints. Workbooks have been designed and supplied from classes I to V. Bridge Course material Vaaradhi workbooks from classes 1 to 10 were designed and supplied to students for school readiness and seamless transition. Keeping in view of the affiliation of all government schools to CBSE, the textbooks for class VIII have been adopted from NCERT and customized with local content with bilingual.

TEACHER CAPACITY BUILDING:

Keeping in view of the introducing CBSE Syllabus, teacher training on phonetics and pronunciation was conducted in association with English and Foreign Languages University (EFLU), Hyderabad. Teacher training on phonetics for PP1, PP2 was conducted in YSR Kadapa district by Riverside Learning Centre (RLC). Teacher professional development of English language was conducted in Visakhapatnam and Vizianagram districts by  Learning Resource Centre (LRC). All teachers who are dealing with class VIII are being trained in handling class VIII in CBSE mode. 

LIFE SKILLS & CAREER GUIDANCE:

To enable the child to identify his/her potential and provide them with Career information to make an informed Career choice, Resource books were supplied to (6,383) high schools and activity books were supplied to 8.11 lakh students from classes 9 to 12. Necessary training was provided at all levels. Students are accessing their careers through https://apcareerportal.in 

AFFILIATION TO CBSE:

The state government has observed the need for bringing in a radical reform in the present assessment system. The government have proposed the appropriate model of public examinations to make the children studying in the government schools in the state compete for the national and international examinations in the long run. After thoroughly exploring the various model of public examinations in the country it is found that the Central Board of Secondary Education (CBSE) has acquired a brand stature.

 The affiliation for (1,308) schools is under process for the AY 2022-23.


One Junio college per mandal for Girls

In order to ensure that all girls passing out from High schools continue their education and don’t drop out, Hon’ble CM has directed to ensure the establishment of at least Jr. College for girls in every mandal. In this regard, it has been decided to  upgrade 292 High schools as High School Plus for girls, introduce  +2  in 352 KGBVs, and convert 14 co-ed junior colleges to Gils Junior college from next academic year. Thus  all 679 Mandals will have   a Jr. College for girls.

DIGITAL LEARNING:

Due to COVID pandemic there is a huge learning loss which reported globally and the survey such as ASER, NAS validated the same. Even though online classes are conducted, there is a difficulty among students in attending online classes due to non-availability of digital devices and network.
To address this learning gap and to ensure the appropriate class specific learning outcomes among children various initiatives are proposed to implement from the ensuing academic year i.e 2022-23. As a part of the strategy, it is proposed to establish education command control centre, introducing learning apps such Google Read Along, PAL, Byju’s etc., providing remedial teaching, raking of schools and teachers, teacher capacity building and effective academic monitoring. 
In this direction government has partnered and launched Google Read Along App which is a fun and engaging android app that encourages students to have fun while learning to read and to improve the reading skills among all students. 8 week reading campaign is initiated to help students continue reading in summer holidays.
Further, Government had a MoU with India's largest ed-tech company and the creator of India's most popular school learning app Byju’s in respect of the provision of access to the BYJU’S Products for students in classes 4 to 10 who are studying in government schools. 
Government has supplied interactive boards, smart TVs, digital class equipment such as Projectors, Computers etc., and other digital infrastructure to schools. The content shared by Byju’s and the e-content available in various platforms such as DIKSHA will be utilized into this digital infrastructure for ensuring joyful learning among students.

AIDED SCHOOLS:

To revamp the Grant In Aid (GIA) system and to energize the schools that would like to handover the GIA to the government with assets or without assets the Government have formulated a policy for taking over of willing private aided schools in two methods 1. With Assets  and staff 2. Only staff (G.O.Ms.No.50 SE Dept Dt.17.08.2021)
